Not exactly. That date is for those who received a WL offer two weeks ago. I'm almost certain that they are sending another round of WL offers this Friday.

I don't think so. They've been updating that each time they send out WL's. I think it's just so they can keep a running idea of how many spots left they have

If someone on the WL doesn't confirm their continued interest I imagine their spot on the WL will go to someone else the following week

I applied in Jan and I've had 3 date changes. I don't remember the exact dates but after it went complete there were 2 more changes with the most recent one being 2/25
