The legal question in this case is whether the National Motor Vehicle Theft Act applies to airplanes. The Supreme Court concludes that the Act does not apply to airplanes because the term "vehicle" in the Act refers to a conveyance working on land, and airplanes were not mentioned in the reports or debates in Congress when the statute was passed. The Court holds that a fair warning should be given to the public in language that the common person will understand, and that the line between lawful and unlawful conduct should be clear. Therefore, the Act does not apply to airplanes, and the judgment of the lower court is reversed.
