A foreign national is not a citizen of any US state and a foreign national's American spouse is a citizen of their domicile for purposes of diversity jurisdiction.

Does a federal district court in Louisiana have diversity jurisdiction over an action when the defendant Perry is a domiciliary of the Louisiana, one plaintiff (Mr. Mas) is a foreign national, and his spouse (Mrs. Mas) is a domiciliary of Mississippi?
Conclusion
Yes - The Louisiana district court had diversity jurisdiction over Mr. and Mrs. Mas' claim because Mr. Mas was a citizen of France, Mrs. Mas was a citizen of Mississippi, and Perry was a citizen of Louisiana. Therefore the citizenship of the plaintiffs, Mr. and Mrs. Mas, was completely diverse from defendant Perry's state of citizenship.
