Sorry Angel I have no idea how many received it, just that based on one single reddit poll, seems like half the SPWL (that responded to this one poll) and then a handful from the PWL and RWL got it. No data that one could extrapolate from. All I can say is the answer is not everyone

To be very practical about the institutional interests in play, UC Berkeley and UCLA both get plenty of competitive applicants from CA and both want to have national reach and nationally competitive stats/rankings (which *disincentivizes* a strong preference for CA applicants)

I suspect a bunch of stuff related to in-state status helps. For example, Berkeley/UCLA undergrads will be able to articulate an interest in Berkeley/UCLA more specifically and authentically than most, their coursework and recommenders will be familiar to the committee, etc. CA residents might have any number of legal interests tied to the area as well as Cal/UCLA's offerings. But that's different from an in-state preference as most people use the term.

They both have yield rates in the 20s, I think their emphasis on fit is a bit overstated given they don't know which 1/4 of admits they'll have on campus until mid-April

In theory they could backfill that from the waitlist as every school does, but Berkeley takes 2-3 people a year off the waitlist. They clearly aren't that attached to a specific mix of students (though self-selection alone keeps them super liberal and means plenty of CA representation)

If nothing else, Berkeley and UCLA have every incentive to be hones here. The UC system gets plenty of flak for enrolling too many out-of-state students, so any grad school that gives in-state applicants a boost could dodge a lot of political heat by saying so
