What I am trying to figure out is of the people that didn't, especially of the SPWL and PWL, did the ones that missed the email already submit a LOCI between the waitlist info session and now... if ya have any insight on that

Sorry Angel I have no idea how many received it, just that based on one single reddit poll, seems like half the SPWL (that responded to this one poll) and then a handful from the PWL and RWL got it. No data that one could extrapolate from. All I can say is the answer is not everyone
