If I had to venture a guess, I'd say the "preferred" and "special group" tiers are a marketing tactic (to encourage people not to withdraw/make it easier to enroll them from the WL) and maybe a very blunt measure of how you stack up

well the waitlist is not this ranked list - they pull based off what they need in their class so while people may be preferred, if there is someone on the regular waiting list that has some compelling experience or goal they are looking for

the tiers offer a glimpse of where you stack up but at the end of the day waitlists are there for schools to fill gaps and they choose to do so however they please (I am out of messages but hope this helps!)

GULC runs its waitlists like Eminem writes his rhymes. They start out simple, and then get rewritten into some lyrical miracle for real-icle material like cereal for the venereal... and yes, you should stop paying attention at some point and pick something else.
